Congress says U.S. government staff must learn and understand modern science and technology because these advances strongly affect foreign policy. Many diplomatic problems and opportunities are in science and tech. The government must work with industry, universities, and research groups when making and checking tech-related foreign policy, and use long-range planning so countries can benefit together.
