Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2656c
The President must, working with the Director of the Office of Science and Technology Policy and other officials, do four things: make sure the Secretary of State is informed and consulted before any U.S. agency takes a major science or technology action involving a foreign government or international organization; review major domestic science and technology programs that have important international effects; watch international science and technology developments that affect U.S. programs; and start international S&T activities based on U.S. work when they help the United States and other countries. Sensitive intelligence sources, methods, or people do not have to be made public. Information and recommendations from subsection (b)(3) must be given to the United States Trade Representative for use in transfer-related consultations. The President may use information from any federal departments, agencies, or interagency committees as needed.
