Within 90 days after October 28, 1991, the Assistant Secretary of State for Economic and Business Affairs, working with the Treasury Secretary, must send the Senate Foreign Relations chair and the House Speaker a report that gives clear rules to decide if a country can repay US bilateral loans. The report must cover how to judge country risk, project repayments, and estimate subsidies.
