Make the Foreign Affairs Manual and the Foreign Affairs Handbook apply the same way to all State Department people, including the Secretary, career staff, and political appointees, no matter how they were hired. Within 30 days after December 27, 2021, the Secretary of State must send an unclassified certification to the appropriate congressional committees saying that everyone was told this. Not later than 180 days after December 27, 2021, and every 180 days after that for 8 years, the Secretary must send reports to the appropriate congressional committees listing all significant changes to the Manual or Handbook. The first report must cover the 5-year period before it; later reports must cover the prior 180 days. Each report must show where the change was made, the legal basis (if any), a side-by-side before-and-after comparison, and a spreadsheet summary of the changes.
