Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2664a
Congress says the State Department depends not only on the Foreign Service but also on Civil Service employees, who make up 42 percent of the Department. It found Civil Service staff have been overlooked and need fairer chances for promotion, training, and career growth. The Secretary of State must make sure budget cuts do not fall disproportionately or unfairly on Civil Service employees. Creates an Ombudsman for Civil Service Employees in the Secretary’s office. The Ombudsman must be a career Senior Executive Service position chosen from SES jobs that existed on December 22, 1987. The Ombudsman reports to the Secretary, can attend all Management Council meetings, and speaks for Civil Service employees. "Civil Service employees" means federal workers who are not members of the Foreign Service.
