The United States must support buying goods and services from private commercial companies. To do that, the Diplomatic Telecommunications Service Program Office (DTS–PO) must use open competition as much as possible when buying telecom services, including satellite space segment, for the State Department and other U.S. agencies at embassies and consulates overseas. DTS–PO must also try to include private satellite providers that are not owned by or tied to intergovernmental satellite organizations, and it must apply these competitive rules to prime contracts and, when possible, to subcontracts.
