Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2672
Allow the Secretary of State to have the United States take part in international activities that come up in foreign affairs when no treaty, convention, or special law covers them. The Secretary cannot use this power to make the United States join an international organization, or to keep taking part in one for more than one year without Congress approving it. The Secretary may pay the costs of that participation, including hiring foreign employees, travel costs even if they do not follow the usual government travel rules or per‑diem limits under federal pay law, travel for unpaid advisers up to the same amounts as regular officers and employees, and renting living or office space.
