The Secretary of State can appoint Alternate United States Commissioners, after checking with the Secretary of Commerce or the Secretary of the Interior when needed, so the U.S. is properly represented at meetings of certain international fisheries commissions. This includes named commissions for fur seals, tuna, halibut, whales, shrimp in the eastern Gulf of Mexico, Atlantic tunas, and similar commissions, but not the International Commission for the Northwest Atlantic Fisheries or the International North Pacific Fisheries Commission. Alternate Commissioners can act with all the powers of a U.S. Commissioner at a commission meeting when a regular Commissioner is not present. The number of alternates allowed for a meeting cannot exceed the number of authorized Commissioners who will be absent. If Deputy United States Commissioners exist under the convention or law, they must be used before any alternates.
