Title 22 › Chapter 7— INTERNATIONAL BUREAUS, CONGRESSES, ETC. › § 267b
The President is asked to invite the Government of Great Britain to help form an international commission with three members from the United States and three to represent the Dominion of Canada. The commission will study the waters along the U.S.–Canada border, including all lakes and rivers that flow to the Atlantic by the River Saint Lawrence. It will look at water levels, how changing or diverting flow affects shores, buildings, and navigation, and recommend how to control diversions and improve navigation. It will also study whether a dam at the outlet of Lake Erie would help navigation, and if so recommend a treaty to build it and give a cost estimate. The President may appoint one Army Corps of Engineers officer, one civil engineer expert in Great Lakes hydraulics, and one lawyer experienced in international and riparian law, and the commission may hire needed staff.
