Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2701
When the Secretary of State decides that schools for U.S. citizen children of government workers abroad are missing or not good enough, the Secretary may set up, run, and pay for primary schools, dorms, and other school facilities outside the United States. The Secretary can use the powers in the Foreign Service Buildings Act, 1926 (22 U.S.C. 292 et seq.) and paragraphs (h) and (i) of section 2670. Help can include security improvements and hiring, transporting, and paying teachers and other needed staff. If a U.S. government employee’s child attends a school helped this way, the head of that employee’s agency may reimburse or prepay the Department of State for the money spent.
