Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2705
Certain U.S. documents count as proof of citizenship just like a naturalization or citizenship certificate. A U.S. passport that is still valid and was issued for the longest period allowed by law is one example. A "Report of Birth Abroad of a Citizen of the United States" issued by a consular officer also counts. Consular officer — a U.S. State Department employee who is a U.S. citizen and is assigned to decide nationality cases overseas under rules set by the Secretary of State.
