Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2706
The State Department must tell four congressional committees at least 15 days before it moves money in certain ways. The committees are the House International Relations Committee, the House Appropriations Committee, the Senate Foreign Relations Committee, and the Senate Appropriations Committee. The rule blocks changes that create or end programs; add money or staff to items Congress denied or limited; move or reorganize offices or employees; contract out federal work; or move more than $1,000,000 or more than 10 percent (whichever is less) when that change adds to programs, cuts any approved program or staff by 10 percent or more, or comes from staff cuts that change approved programs. Money cannot be moved under these rules during the last 15 days the funds are available unless notice was given before that period. The Secretary of State can skip the 15‑day notice if not doing so would seriously risk human health or welfare, but then must tell the four committees as soon as possible and no later than 3 days after the action, and explain the emergency.
