Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2708a
The President can give a Thomas Jefferson Star for Foreign Service when the Secretary recommends it. It is for any Foreign Service member or other U.S. civilian employee who, while working at or assigned to an overseas mission or traveling abroad on official business, suffered a wound, injury, or illness (even if it caused death) that happened while doing official duties, on the grounds of a U.S. mission abroad, or because the person was a U.S. Government employee. The Secretary must set the rules for how people are identified and chosen and must design the star. If the winner dies before getting it, the star can be given to the family or the person’s representative chosen by the President. The award has no cash payment. Costs to give the award can come from the personnel funds available to the person’s agency at the time of the injury.
