The Secretary of State must expand training for Civil and Foreign Service staff by offering more interactive online classes and by sending personnel to outside partners like universities, companies, and nonprofits across the United States. These partnerships should give staff a broader view of U.S. society, hands-on experience with businesses and other institutions, and courses on commercial diplomacy to better understand private-sector needs. The Department must also use computer-based simulations so officers can practice crisis decision-making and encourage officers from other federal agencies to join. The A–100 entry course can be lengthened to as long as 12 weeks, the Chief of Mission course to as long as 6 weeks for first-time chiefs, and similar courses created for new Assistant Secretaries and Deputy Assistant Secretaries. Foreign Service officers posted to countries with big population displacement from climate or other shocks (for example, rising seas or lack of reliable energy) must get training on U.S. resilience and adaptation policy.
