Require the Secretary of State to make public diplomacy a main part of planning and carrying out U.S. foreign policy. The Secretary must try to coordinate public diplomacy work across federal agencies under the President’s direction. The Secretary must also work with the Broadcasting Board of Governors to create a clear, long-term strategy and measurable goals for U.S. public diplomacy. The strategy must target both developed and developing countries and different kinds of audiences, using the right media to explain U.S. foreign policy, build support, and provide news and information. The Secretary must act to counter false information and propaganda about the United States and keep stressing freedom, democracy, and human rights. Working with USAID and other groups, the Secretary should make information about U.S. foreign aid widely available and, when possible, label non-commodity USAID projects as provided by the people of the United States.
