Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2734b
The Secretary must watch over hiring, keeping, and promoting people from groups that have been underrepresented. The Department must run recruiting efforts that create good ways to find and keep well-qualified people from many kinds of schools and expand outreach at minority-serving colleges and universities. No later than 180 days after December 16, 2016, and every four years after that, the Secretary must send Congress a full report on what the Department has done, under existing law, to promote equal opportunity and inclusion for all American employees (including direct hires and personal services contractors), especially Foreign Service employees, and how those efforts affected underrepresented minority groups.
