The Secretary must set performance and promotion rules that reward senior staff and supervisors for creating an inclusive workplace and growing talent under merit system principles, for example through mentoring, sponsorship, recruitment events, and similar activities. The Secretary must also give them regular chances to do outreach and discuss diversity with employees, including employee resource groups. Congress strongly encourages the Secretary to make outside advisory boards that senior officials appoint be run by qualified teams that reflect the organization’s diversity.
