Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2736c
The Secretary may expand job training and development for Department staff to meet the Department’s needs. These opportunities can include academic programs, public‑private exchanges, and temporary detail assignments to private or international organizations, State, local, or Tribal governments, other federal branches, or professional international affairs schools. The Secretary must offer or sponsor a Senior Executive Service candidate development program or a similar program to train people for senior jobs. When choosing participants, the Secretary must follow the rules in subpart C of part 412 of title 5 of the Code of Federal Regulations (or any later version), including merit staffing and assessment rules. The Secretary must consider expected senior job openings, track how participation differs by gender, race, national origin, disability, and other groups, and actively encourage participation from groups with low participation.
