Congress requires strong U.S. support for the International Biological Program. The program was set up by international science groups and is run in the U.S. by the National Academy of Sciences and the National Academy of Engineering. It studies threats to the earth’s ecosystems, biological productivity, and human welfare. Congress backs the U.S. planning committees and says funding and other support must be a top priority.
