The President can sell design and construction services to eligible foreign countries or international organizations if they agree to pay in U.S. dollars at least the full cost and pay before U.S. officers or employees do the work. The President can make contracts for those sales without charging U.S. appropriations if the buyer gives a reliable promise to pay the full contract and to provide funds in advance to cover payments, damages, or cancellation costs.
