Summary

The Secretary can support placing more U.S. citizens in internships at the United Nations and other international organizations by giving grants to colleges and students. The Secretary of State must report to the appropriate congressional committees within 90 days after December 22, 2023, showing how many U.S. citizens are in internship programs, where they serve, and what grants or programs pay for them. Eligible people are U.S. citizens who are enrolled in or who earned a degree within two years from a college (including certain foreign colleges). The Department may receive $1,500,000 for fiscal year 2024 to run the grant program.

(a)The Secretary is authorized to bolster efforts to increase the number of United States citizens representative of the American people occupying positions in the United Nations system, agencies, and commissions, and in other international organizations, including by awarding grants to educational institutions and students.

(b)Not later than 90 days after December 22, 2023, the Secretary of State shall submit a report to the appropriate congressional committees that identifies—

(1)the number of United States citizens who are involved in internship programs at international organizations;

(2)the distribution of the individuals described in paragraph (1) among various international organizations; and

(3)grants, programs, and other activities that are being utilized to recruit and fund United States citizens to participate in internship programs at international organizations.

(c)An individual referred to in subsection (a) is an individual who—

(1)is enrolled at or received their degree within two years from—

(A)an institution of higher education; or

(B)an institution of higher education based outside the United States, as determined by the Secretary; and

(2)is a citizen of the United States.

(d)There is authorized to be appropriated $1,500,000 for the Department for fiscal year 2024 to carry out the grant program authorized under subsection (a).
