The board has the normal powers of a trustee over the property it manages. Board members are not personally liable for acts done as trustees unless they commit misconduct. They do not have to give bond and receive no extra pay for these duties. Under sections 276bb to 276dd, the board alone controls and spends the fund, including the Kermit Roosevelt Fund. Only the Secretary of the Army may review its decisions. The board must report to the Secretary on January 1 each year about the prior twelve months. Court review is allowed only in the United States District Court for the District of Columbia to enforce a trust the board accepted.
