The President may give training and support to military and civilian defense people from friendly countries or international organizations. A military department secretary provides the training. Support can include transportation, food, health care, logistics, and use of facilities and equipment. The President creates rules for how the training is run. The training can only happen if there is an agreement that the foreign country or organization will give comparable training back to U.S. military or civilian personnel under the same military department within a reasonable time (no more than one year). If they do not, they must pay the United States for the full cost. By February 1 each year, the President must report to Congress what was done in the previous fiscal year and include the estimated full costs to the U.S. and the estimated value of what each country or organization provided to the U.S.
