The Secretary of State, through the American Commissioner of the U.S.-Mexico International Boundary Commission, may carry out technical studies and other work about the land and water border with Mexico. That work can cover placing and keeping boundary fences and markers, flood control, water use and pollution, channel and drainage work, and building or keeping sewers, water lines, and electric, power, and gas systems that cross the border. The President may build, run, and maintain any projects on the Rio Grande River below Fort Quitman, Texas, that come from those studies and that the President finds necessary.
