The U.S. Commissioner may build, operate, and maintain the projects called for by the convention and in sections 277d–17 to 277d–25. The Commissioner can also transfer operation and upkeep to any federal, state, county, city, district, or local government on terms the Commissioner decides. The Commissioner may accept public or private payments from the U.S. or Mexico to help pay for operating, maintaining, or replacing the Bridge of the Americas (Rio Grande between El Paso, Texas, and Cd. Juarez, Chihuahua). Those payments must be credited to a current Commission appropriation, used only to replace that bridge, and accepted only to the extent Congress provides in advance in appropriation Acts.
