The United States Commissioner may build, equip, operate, and maintain any access roads, highways, railways, power lines, buildings, and other facilities needed for a project. The Commissioner may also provide housing, food, medical care, and recreational facilities for U.S. officers, agents, and employees, and for contractors and their workers who are building, running, or keeping up the project. The Commissioner can charge fair fees for those services or make deductions from employees’ pay or contractors’ progress payments, and the money collected must be credited to the project’s current appropriation when the cost is incurred.
