Congress may provide money to the Department of State for the U.S. Section of the International Boundary and Water Commission to pay U.S. costs for building, operating, and keeping up drainage conveyance canal projects under the agreements in section 277d–30. Up to $690,000 may be provided for construction. After construction, up to $25,000 per year (based on estimated calendar year 1976 costs) may be provided for operation and maintenance, with yearly increases or decreases for normal cost changes.
