The Commissioner can build, run, and take care of the projects called for by the treaty and by Title I of this Act. The Commissioner can make contracts with property owners so those owners will do relocation work, with the United States paying the costs. The Commissioner can also give all or part of the operation and upkeep of those projects to a federal agency or to the state, county, city, district, or other local government where the projects are, and set the terms for that transfer.
