The Commissioner of the U.S. section of the International Boundary and Water Commission can provide technical help—like tests, surveys, evaluations, or information—to a State or local government when they ask, if the State or local government pays for it. Payment must be made before work starts and must cover the estimated or actual cost. The Commissioner will adjust the final charge to match the real cost. Money received goes back into the same government fund that paid for the service.
