The President must tell Congress by May 15 of the calendar year in which a fiscal year begins which countries are not cooperating fully with U.S. antiterrorism efforts. If so, defense articles or services cannot be sold or licensed for export to those countries during that fiscal year. The President can allow one particular sale or license if they decide that specific deal is important to U.S. national interests.
