The President must give at least 15 days’ notice before sending any defense articles under section 2799b(a) to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations, using the same notice rules as reprogramming under section 2394–1. By February 1 each year, the President must send a report to the House and Senate Foreign Affairs and Armed Services Committees that lists all U.S. transfers to each recipient NATO/CFE country in the prior calendar year, explains how those transfers meet the three purposes in section 2799, and gives a country-by-country list of transfers of CFE‑limited conventional arms and equipment by NATO/CFE countries (other than the U.S.) and by Eastern Group States.
