The Secretary of the Treasury can pay the United States’ subscription to the Corporation. To do that, the Treasury may use up to $35,168,000 from money raised by issuing government securities under federal borrowing law (chapter 31 of title 31). Those payments, and any money repaid later, are counted as public-debt transactions of the United States. Any dividends the Corporation pays to the United States must be turned into the Treasury and recorded as miscellaneous receipts.
