U.S. Governor of the Corporation may vote to add 650,000 shares and agree the U.S. will buy 175,162 more, but those purchases only happen if Congress provides money in advance. Congress may appropriate $175,162,000 without fiscal-year limit to be paid by Treasury Secretary.
