Treats the Bank as a resident of the federal judicial district where its main U.S. office is for lawsuits in the United States, its territories or possessions, or Puerto Rico. Those suits are treated as federal cases and go first to the U.S. district court for that district. If the Bank is sued in state court, it can move the case to the proper federal district court before trial by using the normal legal steps for removal.
