Securities the Bank issues or guarantees to raise money for its capital are treated as exempt from certain parts of the federal securities laws (see sections 77c(a)(2) and 78c(a)(12) of title 15). The Bank must still file yearly and other reports about those securities with the Securities and Exchange Commission when the Commission decides such reports are needed for the public interest or to protect investors. The SEC, after consulting the National Advisory Council on International Monetary and Financial Problems, can suspend that exemption for any or all of the Bank’s securities for a period it sets. The SEC must report to Congress each year about how this rule is working and may include views sent by registered dealer associations.
