The U.S. Governor at the Bank may vote to approve adding $750,000,000 to the Fund for Special Operations and agree that the United States will pay that amount. Congress may appropriate the $750,000,000 and it can be made available without any fiscal year limit. If the President has suspended U.S. aid to a government because of actions on or after January 1, 1962, and that country does not fix the problem in a reasonable time, the United States must use its vote to block any loan from that Fund to that country.
