The U.S. Governor of the Bank may vote yes on a plan from the April 1967 meeting to raise the Fund for Special Operations by $1,200,000,000. If that plan passes, the United States may agree to pay $900,000,000 under the plan. The payment must follow the plan’s rules and the United States must keep any local cost financing as small as possible because of its balance-of-payments deficit. The U.S. Governor may also vote to change Annex C election rules for Executive Directors. Congress may appropriate $900,000,000 for the U.S. share with no fiscal year limit. The U.S. voting power must be used to reject any loan that would help a country obtain advanced or heavy military equipment.
