The U.S. Governor who represents the United States at the Bank can make two yearly payments of $450,000,000 each to the Fund for Special Operations. Those payments must follow the Board of Governors’ resolution dated December 31, 1970 about increasing that Fund. Congress allows the money to be provided for those two U.S. payments. The Secretary of the Treasury may be given whatever amounts are needed, with no fiscal year limit, to pay the two $450,000,000 annual U.S. shares.
