The President must tell the United States Executive Director at the Bank to vote against any loan or other use of the Bank’s funds that would help a country that has one of these actions against U.S. interests: it has taken over or seized property owned by a U.S. citizen or by a company at least 50 percent owned by U.S. citizens; it has tried to cancel or refuse to honor contracts with such U.S. persons or firms; or it has used unfair taxes, rules, or other measures that effectively take control of that property.
