The Secretary of the Treasury must tell the United States Executive Director at the Bank to vote against any loan or use of Bank funds for any country the President says failed to stop illegal drugs and other controlled substances (as defined by the Comprehensive Drug Abuse Prevention and Control Act of 1970) from being sold to U.S. government personnel or their families in that country or from entering the United States unlawfully. That instruction stays in effect until the President notifies the Secretary that the country has taken adequate steps to prevent those sales or drug entries.
