Allows the U.S. Governor at the Inter‑American Development Bank to vote yes on Resolution AG–7/10 (approved July 21, 2010) to raise the Bank’s capital by $70,000,000,000. The U.S. Governor may agree for the United States to take 1,741,135 additional shares. Any U.S. subscription only takes effect if Congress provides the money in advance. Congress may appropriate $21,004,064,337 (no fiscal year limit) to pay for it, with $510,090,175 for paid‑in shares and $20,493,974,162 for callable shares.
