The U.S. Governor at the Inter-American Development Bank may agree to give $70,000,000 to the Bank’s Fund for Special Operations, but only if Congress provides the needed appropriation. Congress may appropriate, with no fiscal-year limit, money for the Treasury to pay $274,920,799 for the U.S. increase in Bank capital stock and $70,000,000 for the Fund for Special Operations. No funds for the Fund may be used in fiscal year 1982.
