The President must tell the U.S. Executive Directors at the World Bank and the International Development Association to vote against any loan or use of their funds for a country that has done any of the following. It has taken ownership or control of property belonging to U.S. citizens or companies that are 50% or more owned by U.S. citizens; it has tried to cancel or refuse to honor contracts with such U.S. citizens or companies; or it has used taxes, fees, rules, or other actions that effectively seize or take that kind of property.
