Allows the U.S. Governor to agree that the United States will pay $2,400,000,000 to the Association as the U.S. share of the Association’s fifth replenishment, but any promise to pay must wait until Congress provides the needed funding. Up to $2,400,000,000 is authorized to be appropriated, with no fiscal year limit, for the Secretary of the Treasury to make that payment.
