The United States Governor may agree that the U.S. will pay $3,240,000,000 as the U.S. share of the Association’s sixth replenishment, but any pledge only takes effect if Congress provides the money. Congress may appropriate up to $3,240,000,000, with no fiscal year limit for payment by the Treasury, but no more than $850,000,000 may be used in fiscal year 1982 and no more than $945,000,000 in fiscal year 1983.
