The United States Governor to the Association may make a U.S. contribution equal to whatever amount Congress provides under subsection (b) for the resolution titled "Additions to IDA Resources: Thirteenth Replenishment." Any promise to give that money only counts if Congress puts the funds into law ahead of time in appropriations Acts. Congress may appropriate whatever sums are needed for the Secretary of the Treasury to pay the contribution, and those funds are not limited to a single fiscal year.
