The U.S. representative to the International Development Association may give $2,850,000,000 for the Association’s fourteenth funding round only if Congress provides the money. Congress may provide up to $2,850,000,000 to the Treasury, and the Secretary of the Treasury will pay it; the money has no fiscal year limit.
