The United States Governor of the International Development Association can give $3,705,000,000 on the United States' behalf to the Association's fifteenth replenishment, but only if Congress provides the money. To pay for that gift, up to $3,705,000,000 may be appropriated, with no fiscal year limit, for the Secretary of the Treasury to use.
