Allows the Treasury Secretary to give up to $356,000,000 to the International Development Association for debt relief under the Multilateral Debt Relief Initiative during IDA’s fifteenth replenishment, if Congress provides the money and without changing funding arrangements in place on June 24, 2009. Congress may appropriate up to $356,000,000, without fiscal year limitation, to pay for that contribution. The Multilateral Debt Relief Initiative is the plan in the G8 Finance Ministers’ Communique "Conclusions on Development" (June 11, 2005), confirmed by G8 leaders at Gleneagles on July 8, 2005.
