Allows the U.S. Governor (the U.S. representative) to the International Development Association to contribute $3,871,800,000 to the Association’s seventeenth replenishment, if Congress provides the needed funds. Congress may appropriate $3,871,800,000, without a fiscal year limit, so the Secretary of the Treasury can pay that contribution.
